One Tough Nerd

When he ran for governor of Michigan in 2010, Republican Rick Snyder campaigned, somewhat tongue-in-cheek, as ?One Tough Nerd.? Now, in his second year in office, the squeaky-voiced former Gateway Computer chairman and venture capitalist is flexing his muscles in a high-stakes clash with an 85-year-old billionaire.

Snyder?s nemesis is Manuel ?Matty? Moroun, a trucking and logistics magnate who operates his $1.5 billion empire out of a converted elementary school in a working-class suburb of Detroit. Moroun also happens to control the Ambassador Bridge connecting Detroit and Windsor, Ont., the most lucrative border crossing between the United States and Canada. It carries 8,000 trucks a day and $120 billion worth of goods a year. Snyder wants to build a second bridge a couple of miles away to relieve bottlenecks, expand trade and provide an alternative crossing in case of a catastrophe. He?s also pitching the public-private bridge as a jobs creator in a state that desperately needs them.

Not surprisingly, Moroun objects. He doesn?t want to see any change that would threaten his $100 million annual revenue stream. If anybody?s going to build a new bridge, he wants to do it, right next to his existing one. But the people of Windsor are fed up by truck traffic on their local streets, and so far he?s been unable to obtain the necessary Canadian permits.

Moroun is a fighter, though. Until now, he has managed to fend off the threat of competition with a barrage of lawsuits, TV ads and political contributions to Michigan legislators and key members of Congress. He?s spent at least $5 million on political-style attack ads and mailings crafted by advisers that include Fox TV commentator Dick Morris and Americans for Prosperity, the free-market advocacy group founded by billionaire industrialists Charles and David Koch. He?s bought political influence as well, through family contributions of at least $776,000 to lawmakers since 2009. Most notable was a $100,000 contribution his son, Matthew, gave to the Michigan Republican Party last fall, one month before the bridge proposal died in a committee of the GOP-controlled state Senate.

Billionaire Matty Moroun

Now Moroun, famous for protecting his own interests, has suddenly gone populist. He?s bankrolling a petition drive to amend the Michigan Constitution so that any new bridge or tunnel to Canada would require a statewide vote. On Thursday, a group called The People Should Decide said it had collected more than enough signatures to get the referendum on the Nov. 6 ballot. ?This question will be put on the ballot as to who will decide the border issue in Michigan: A bureaucrat or the people,? said the group?s director, Mickey Blashfield, who is also head of government relations for Moroun?s bridge company.

But the Nerd governor isn?t backing down either. ?This is a case where you had one special interest that essentially had a near monopoly on a situation making a lot of money at other people?s expense now spending that money doing misleading ads,? Snyder told me in an interview. ?That?s not a good way to run things. It?s important that one special interest shouldn?t override the interests of millions of citizens.?

He has apparently been reading up on state law and thinks he already has authority to build the bridge without the Legislature?s approval or a public vote. Invoking something called the Urban Cooperation Act of 1967, Snyder last week announced an ?inter-local agreement? between Michigan and Canada?basically, a deal between two government bodies to create a jointly controlled entity. In this case, the state of Michigan and the government of Canada agreed to create an International Authority, consisting of three appointees each, to oversee the design, construction, operation and maintenance of a new bridge.

Michigan is too broke to pay for a $1 billion bridge, however. Yet Snyder, aware of Canada?s hatred for Moroun and its desire to advance its own economy, was able to negotiate a sweetheart deal: Canada will advance Michigan?s $550 million share, including land acquisition, new roads and part of the cost of a U.S. Customs inspection plaza, and will keep all the tolls collected until the debt is paid back. As gravy, that $550 million can be used to qualify for U.S. federal matching grants for road projects statewide. Snyder insists Michigan will pay nothing but will get 10,000 construction jobs, better roads and an opportunity for long-term growth.

At an appearance Thursday, the governor said he doesn?t believe the referendum will delay the bridge project. ?We shouldn?t wait. We have more and better jobs needed in Michigan, and we?re moving forward. We have a great agreement with Canada.?

Zachary Pleat: Fox Hides Identity Of GOP Group While Distorting Pentagon Recommendation To Boost Combat Pay

Fox & Friends Saturday hosted Kieran Lalor of the Afghanistan & Iraq Vets for Congress to accuse the Obama administration of seeking to cut combat pay for troops in combat zones. In fact, the Pentagon wants to increase compensation for troops most directly involved in combat, and at no point did Fox mention that Lalor's organization is dedicated to the election of Republicans to Congress.

Fox invited Lalor to comment on the proposed changes to combat pay; he accused the Obama administration of "almost stoking" tension between officers and enlisted troops over combat compensation differences, and that "it's almost class warfare within the United States military."

Fox never informed its viewers that Lalor's organization is partisan in nature. Afghanistan & Iraq Vets for Congress describes itself as "a federally registered political action committee supporting the congressional campaigns of Republican veterans."

Fox also displayed on-screen text throughout the segment claiming that the Pentagon report recommended cutting combat pay for troops:

The Fox segment also criticized recommendations to change the current tax-based compensation of combat pay to a refundable tax credit, which Lalor likened to a "mail-in rebate" that the federal government is counting on "a good chunk of the people" not to redeem. But those recommendations are aimed at increasing compensation for troops who are actually facing enemy fire.

The Associated Press reported:

A Pentagon review recommends ridding the combat pay system of inequities that have allowed officers thousands of miles from battle to get better benefits proportionally than troops on the front lines in Afghanistan.

The recommendations in a review released Thursday are likely to anger service members. But the director of the review said they're aimed at paying more to troops who are in the gravest danger and giving the best tax benefits to those who are paid the least.

Military officers who are not near the fight can sometimes get more in combat pay and tax benefits than troops who are getting shot at on the front lines, said Thomas Bush, who directed the review. He said the main goal was to make combat pay more equitable.

The report doesn't recommend any specific rates of combat pay or say that certain troops should get less. But, Bush said, "we suggest there be some meaningful distinction" between troops who are getting shot at and those who are simply deployed to one of many countries designated as combat zones.

And the report recommends changing the current tax exclusion-based method of combat compensation to a refundable tax credit because the current setup provides more benefit to those with higher income, not those facing a higher level of danger. From the magazine Government Executive:

The study also pointed out a "misaligned" tax code in Defense's compensation structure for combat compensation, [study director Thomas] Bush said.

Combat zone tax exclusion benefits often favor high-ranking officers, the study found. Junior personnel are typically in a lower tax bracket and thus less likely to benefit from tax exemptions; they also are most likely to be sent to the most dangerous regions, the study found.

"The tax code is based on income," Bush said. "It has no bearing on exposure to danger."

The QRMC recommends instituting new tax credits to replace the combat zone exclusion that assures members receive a full tax benefit regardless of their liabilities and are prorated according to a service member's exposure to danger.

The Pentagon report stated that with the current tax-based compensation:

[A]ctual combat service is not being appropriately recognized. In addition, the amount of benefit received is not correlated with exposure to combat or imminent danger. Often, members in those countries with the highest casualties do not receive the highest benefit; those with the highest income do.

Only on Fox News does a proposal to increase the compensation of troops in the line of fire become a plan to "cut combat zone pay."

Air tanker crash kills 2 at Utah wildfire site

RENO, Nev. (AP) ? An air tanker dropping retardant on a remote wildfire along the Utah-Nevada line crashed Sunday afternoon, killing both crew members, authorities said.

The pilots were fighting the 5,000-acre White Rock Fire, which began burning Friday night after a lightning strike in eastern Nevada. The fire spread across the Utah line Saturday night, but most of the blaze remained in Nevada, about 150 miles northeast of Las Vegas.

The cause of the 1:45 p.m. MDT crash in the Hamblin Valley area of western Utah was unknown, Bureau of Land Management officials said.

A helicopter crew saw the crash and told ground crews that "it didn't look good," Iron County, Utah, sheriff's Detective Sgt. Jody Edwards told The Salt Lake Tribune.

BLM ground crews and helicopter crew members worked for a time to hold the fire back from the wreckage. Sheriff's deputies drove and hiked for more than an hour to reach the site and confirm that the pilots had died, Edwards said.

The fire later overwhelmed the crash site, Edwards said.

The pilots were flying a P-2V air tanker that is owned by Neptune Aviation Services of Missoula, Mont. The victims' names weren't immediately released. A medical examiner was helping authorities recover the bodies as of Sunday night.

The fire has been burning in steep, rugged terrain featuring pinion-juniper woodlands, sagebrush and grasses. Crews were pulled off the fire lines after the crash.

"To have them working on the fire lines after this is more than we would like to ask firefighters," said Don Smurthwaite, spokesman for the National Interagency Fire Center in Boise, Idaho. "It's obviously a horrifying and tragic event."

Firefighters didn't expect to have the fire fully contained until Saturday, BLM spokesman Chris Hanefeld said.

Also Sunday afternoon, the crew of another firefighting P-2V air tanker reported it was unable to lower all of its landing gear and land at Minden-Tahoe Airport in western Nevada. That crew had been helping with efforts to fight a wildfire near the airport, which is about 50 miles south of Reno.

Crew members flew the plane for another 90 minutes to burn off fuel before making an emergency landing on a cleared runway, Douglas County sheriff's spokesman Jim Halsey said.

The aircraft sustained significant damage after it slid off the runway, but both crew members escaped injury, he said.

Sunday's incidents come several months after a group of Western senators questioned whether the Forest Service was moving quickly enough to build up and replace the fleet of aging planes that drop fire retardant on wildfires.

The agency hires a mix of large and small airplanes and helicopters each year to fight wildfires. They are generally privately owned and work under contract.

Retardant dropped from planes is typically used to bolster a line cut by firefighters on the edge of a fire, and water dropped from helicopters is usually used to cool hotspots within a fire.

The current fleet is made up of Lockheed P-2Vs, anti-submarine patrol planes dating to the 1950s that have been modified with jets to supplement the piston engines. More than half are due to retire in 10 years.

The number of large aircraft has steadily dwindled since 2004, when the Forest Service grounded 33 air tankers after a number of high-profile crashes.

In March, Sens. Ron Wyden, D-Ore.; Jeff Bingaman, D-N.M.; Lisa Murkowski, R-Alaska; and Dianne Feinstein, D-Calif., asked the Government Accountability Office to evaluate whether the Forest Service has done a good job of analyzing the types and numbers of aircraft needed, the cheapest way to get them, new technologies and where the planes will be based.
