Key Unlocks Energy Security for New Zealand's North Island

Prime Minister John Key officially opened the largest infrastructure project in New Zealand the week of 12/10, the North Island Grid overhead line upgrade.

The Prime Minister visited Pakuranga substation at the northern-most point of the project, where he met with engineers and managers from the companies involved in its construction.

BBUGL, a joint venture between Balfour Beatty Utility Solutions and UGL Limited which carries out work in Australasia, undertook the construction of a new overhead transmission line as part of the project, in alliance with Transpower, the state-owned company which owns and operates New Zealand?s national grid.

BBUGL began work on the line in 2010, and since then has constructed 186 km of new 400-kV overhead line, including the erection of 432 new transmission towers and installation of over 7,000 tons of conductor. The line includes several ?monopole? towers designed in partnership with the local council to fit with the topography of the area, reducing impact on rural settings. Standing at 65 m, these are the tallest transmission poles anywhere in New Zealand.

The project, which in addition to the new line also includes two new substations and underground cabling, will reinforce the electricity supply in New Zealand?s North Island. The population has more than doubled in this area since the last major work was carried out on the grid in the 1960s, putting increasing strain on infrastructure.

New Zealand Energy and Resources Minister Phil Heatley commented: ?The North Island Grid Upgrade Project has provided greater electricity supply security to the upper North Island and will ensure that as cities and communities grow our electricity infrastructure will be able to meet the increase in demand.?

The project is one of several important infrastructure schemes being undertaken by BBUGL in New Zealand and Australia. Global investment into electricity transmission expected to be worth ?380 billion between 2010 and 2020, as Neil Kirkby, Managing Director of Power Transmission at Balfour Beatty explains:

?There are exciting opportunities in the power transmission and distribution sectors across the globe, particularly in new and emerging markets. Balfour Beatty has a long history of operating in the power sector and our skills and capabilities allow us to deliver complex projects, such as the North Island Grid Upgrade, on a global basis.?

Why 2012 food health studies are making me sick

Coffee is now good for you. According to a research study, it may help prevent Type 2 diabetes, Parkinson's, stroke and dementia as well as help you live a little longer. But java lovers know this: Another study says that drinking three or more cups of caffeinated coffee may be linked to a higher risk of glaucoma.

From a study announced last January involving school junk food to the most recent study that demonizes black licorice, 2012 has been a year rich in food health studies.

And while I don't drink coffee and don't concern myself much with the studies mentioned above, the results of a gluttony of other research studies have caused me to not only re-examine my own diet but to make me lose my appetite.

Last May, I learned that a study by German-Swiss researchers found that taking calcium supplements may increase heart attack risk by a whopping 86 percent. As one of the 44 million people who either have osteoporosis or who are at risk for the disease, you better believe I took notice.

Although my doctor ? a prominent bone specialist at the University of Chicago Medical Center ? isn't convinced the study is conclusive, he did advise me to stop popping calcium pills and get my daily dose of calcium from food ? all 1,200 milligrams.

Sounds simple enough. It isn't. Dairy foods are the obvious go-to calcium choice. Of course, I'd prefer to load up on the stuff by chowing down on pizza and ice cream, but, alas, they're both high in saturated fat and come with the risk of cardiovascular disease.

Instead, I've been gulping down so much skim milk, along with other nonfat and low-fat dairy products, I should have my own personal cow. I also ladle plain yogurt on my, yes, salad. But when I can't stomach another spoonful, I gobble up other calcium-dense foods.

Think canned salmon ? with the bones (183 milligrams per serving). Or canned sardines (325 milligrams). Or turnip greens (128 milligrams). How can I describe my average dinner meal? Publican or Slurping Turtle or even McDonald's, it's not.

And just when I'm starting to settle into this mainly white diet, the results of another study sucker-punches me in the abdomen. Rice and rice products, according to a Consumer Reports?investigation, contain potentially dangerous levels of arsenic.

Samples of brown rice were found to contain more arsenic than white rice. And rice grown in the South had more arsenic than rice grown in California, India or Thailand.

But that's not the worst news. Recently a study ? from Mayo Clinic, no less ? found that a diet high in carbohydrates and sugar is associated with dementia and that eating more protein and fat may offer some protection.

Confession: I'm a longtime lover of desserts. If you need proof, just check out my other blog, Sugar Buzz Chicago. Over the years, I have been known to laugh smugly at anyone on Atkins and other low-carb diets. I'm not laughing anymore.

Still, these three studies are leaving me with a buffet of more questions than answers: Can ingesting mass quantities of dairy products ? even nonfat or low-fat ones, lead to dreaded diseases such as cancer?

Should I swap more nutritious brown rice for white rice or should I just give up the grain cold turkey?

Are just simple carbohydrates bad, or are complex carbohydrates now a no-no too?

And the most important question of all: Would someone please tell me definitively what I should eat or, well, just SHUT UP?

The results of these food health studies are very hard to swallow ? even though I've been trying to. And every other day there's another study, leaving me to pick and choose from a menu of sometimes contradictory and confusing information.

I'm willing to bet that if researchers did a study of people who hear about food health studies, they'd discover a population more likely to have anorexia, bulimia, insomnia, depression and general anxiety.

But just when I was about go on a food study fast, along comes an article from the prestigious New England Journal of Medicine that says that the higher a country's chocolate consumption, the more Nobel laureates it produces per capita.

One of the findings of the author, Dr. Franz Messerli of St. Luke's-Roosevelt Hospital and Columbia University in New York, is that Switzerland, which has led in chocolate consumption, also leads the pack in Nobel Prize winners. Finally, information I could eat right up.

I went over to PCCW to get internet for my new apartment. Because my building has the words "Commercial Centre" in its name, they claim that they may only be able to offer me business internet, rather than residential, which is slower and costs more.

To offer residential, they claim they will have to come by and check my building out to ensure it is residential. Obviously, I think this is ridiculous because my building is indeed all apartment rooms, except for a doctor's office on the ground floor.

Anyone run into this situation ever? I am going to call some other ISPs in the meantime to see if they are conducting such a ludicrous practice, and maybe choose one that is not.

Ford's Explorer is a changed SUV

Wow, the Ford Explorer sure has changed. No longer a truck-based sport utility vehicle, the Explorer rides comfortably and is generously sized, with noticeable roominess.

Inside, the 2013 Explorer can be stocked with high-tech features, including a navigation system offering the most fuel-efficient route to your destination.

For 2013, the Explorer also has more safety features than ever and earned a top, five-out-of-five stars in federal government crash testing. And with an optional, turbocharged four-cylinder engine helping the 2013 Explorer earn a government rating of 20 mpg in city driving and 28 mpg on the highway, the Explorer ranks as the best large-sized SUV in highway fuel economy.

Pricing is on par with large SUVs that offer three rows of seats.

The seven-passenger, 2013 Explorer has a starting retail price of $31,995 (with destination charge) for a front-wheel drive model with 290-horsepower V-6 and automatic transmission. The 2013 Explorer with the fuel-efficient, turbocharged four cylinder costs about $1,000 more, and the turbo four is available only on front-wheel drive Explorers.

No V-8 is offered for the Explorer anymore. But a new-for-2013 Explorer Sport, with price starting at $41,675, gets the 365-horsepower, turbocharged V-6 that?s in the performance Ford Taurus SHO sedan.

In 2000, the Explorer was the top-selling SUV in the United States, with annual sales of 400,000 or more. But highly publicized rollover crashes and questions about the Explorer?s Firestone tires hammered sales, and competitors proliferated and benefited over the years.

Through 11 months of calendar 2012, for example, Explorer sales totaled 146,963.

Still, buyers wanting a competitively priced, roomy, domestically built SUV that can pack in the safety and convenience features of a sedan will find much to like in the 2013 Explorer.

The Explorer now uses a more car-like platform for a nicer ride. It?s the same one used in Ford?s Flex crossover SUV, and it gave the test Explorer a compliant ride over road bumps and a bit of cushioned ride over sharp humps on an off-road trail.

Yes, the Explorer still is offered with a drive system for all four wheels, and the test Explorer, a Limited model that topped out at just over $47,000, included the easy-to-operate terrain management knob with settings for driving in snow, mud and sand.

But the Explorer no longer has a transfer case and locking differential for rugged off-roading.

People in the front two seats had good views out above most other vehicles on the roads. But the driver has no real view of what?s immediately ahead of the Explorer hood, which sits high and imposing. Likewise, the rearview camera and reverse sensing system were a must, as it was impossible to see if anything low was behind the Explorer.

That?s when Morgan began a new battle ? to make sure her wife and their daughter receive the same survivor benefits that would go to any other married couple with children.

The US Supreme Court?s decision to take up the Defense of Marriage Act (DOMA) could have a considerable impact on the benefits of same-sex spouses of service members, who were largely invisible to the military until the repeal of ?don?t ask, don?t tell? (DADT).

So far, the DADT repeal has simply meant that US troops no longer face being forced out of the military for their sexual orientation.

But for the partners of gay troops, the impact of the repeal has been less sweeping and more ambiguous.

Even when gay couples are legally married under state law, for example, Section 3 of DOMA forbids the US government from treating such military couples as married.

And so they are not eligible for the kinds of benefits that heterosexual married couples receive in the military, including housing, medical care, and in the case of Morgan and others, survivor benefits should they die while serving their country.

DOMA Section 3 is the specific measure that will be reviewed by the Supreme Court in March.?

Passed by Congress in 1996, the law declares that the word ?marriage? means only a legal union between one man and one woman and that the word ?spouse? refers only to a person of the opposite sex who is also a husband or wife.

As a result, under federal law, the benefits of marriage can go only to a person of the opposite sex, regardless of state law.

DOMA Section 3 has been declared unconstitutional by eight federal courts.?

The Obama administration said last year that it would enforce the law, but would no longer defend it in court.

Should DOMA Section 3 be struck down by the Supreme Court, ?My sense is that same-sex couples who are married under state law would be treated exactly the same as married couples are for the purposes of treatment on military installations and for benefits,? says Robert Tuttle, a law professor at George Washington University.

Currently, there is an ?exhaustive list? of benefits that same-sex spouses do not receive, says Zeke Stokes, spokesman for OutServe-Servicemembers Legal Defense Network, an advocacy organization in Washington.

'RHOM' reunion: Adriana calls Joanna an alcoholic

The second season of "The Real Housewives of Miami" may be over, but the drama and backbiting is still going strong thanks to the antics in the reunion special. In part one of the post-season showdown, frequent feuders Adriana De Moura and Joanna Krupa were at it again.

It all started when Joanna tried to explain the current status of her on-again, off-again romance. It was a topic Adriana considered nothing more than a "publicity stunt," so she interjected with an observation or two of her own.

"She's an alcoholic," Adriana said of her former pal. "She's a mental case."

Tough talk, but the bad blood came as no surprise to viewers who watched Adriana and Joanna go at it earlier in the season in the punch-packed Biscayne Bay brawl.

Eventually reunion host Andy Cohen asked Joanna about the alcoholic accusation.

"I definitely don't have a drinking problem," she shot back.

But Adriana had much more to say on the subject.

"Your mom has said you're evil when you drink," she recalled. "Your sister said, 'I hate you when you drink.' Your fianc? said you were an embarrassment."

And the accusations are far from over for the ladies of South Florida. Just check out this preview for the second part of the reunion special:

Shinzo Abe returns as Japan's prime minister

TOKYO (AP) ? Japan's parliament elected Shinzo Abe as the nation's prime minister on Wednesday, ending three years of rule by liberal administrations and bringing back to power the conservative, pro-big business party that has run Japan for most of the post-World War II era.

Abe, whose nationalist positions have in the past angered Japan's neighbors, is the country's seventh prime minister in just over six years. He has promised to restore growth to an economy that has been struggling for 20 years.

He led the Liberal Democratic Party to victory in nationwide elections Dec. 16 to cement his second term as Japan's leader. He was also prime minister in 2006-2007 before resigning for health reasons that he says are no longer an issue.

He won elections in both houses of Parliament, though in the less powerful upper house, where his party is weaker, he finished second in the first round and needed a runoff to win. He was to name his Cabinet later Wednesday.

Capitalizing on voter discontent with the left-leaning Democratic Party of Japan, Abe has vowed to shore up the economy, deal with a swelling national debt and come up with a recovery plan following last year's devastating earthquake, tsunami and nuclear crises.

Abe has also stressed his desire to make Japan a bigger player on the world stage, a stance that has resonated with many voters who are concerned that their nation is taking a back seat economically and diplomatically to China. Abe has vowed to stand up to Beijing over an ongoing territorial dispute and strengthen Tokyo's security alliance with Washington.

"I feel as fresh as the clear sky today," he told reporters before the vote, adding that he wanted to get right to work.

He has already named a roster of top party executives that includes two women ? more than previous LDP administrations ? and is younger than earlier ones, with three of the four in their 50s.

Abe was expected to give the finance portfolio to another former prime minister, Taro Aso. The new foreign minister likely will be Fumio Kishida, an expert on the southern island of Okinawa, where residents are calling for the removal of nearly 20,000 US troops based there. The defense minister was expected to be Itsunori Onodera, who was in Abe's previous administration.

The LDP governed Japan for decades after it was founded in 1955. Before it was ousted in 2009, the LDP was hobbled by scandals and problems getting key legislation through a divided parliament.

This time around, Abe has promised to make the economy his top priority and is expected to push for a 2 percent inflation target designed to fight a problem that was until recently relatively unique in the world ? deflation. Continually dropping prices deaden economic activity, and the Japanese economy has been stuck in deflation for two decades.

Besides generous promises to boost public works spending ? by as much as 10 trillion yen ($119 billion), according to party officials ? Abe is pressuring the central bank to work more closely with the government to reach the inflation target.

He has acknowledged, however, that the road ahead for Japan will be bumpy.

"Our party leadership will undoubtedly have to deal with many issues," he said Tuesday.

1 killed, 1 wounded in bar shooting near Seattle

(AP) ? A 30-year-old Seattle man was killed and another man wounded in a shooting at a crowded bar in Bellevue, Wash., early Monday, police said.

The shooting broke out just after 1 a.m. at Munchbar at Bellevue Square, an upscale shopping center about 10 miles east of Seattle, said Carla Iafrate, a spokeswoman for the Bellevue Police Department.

Police officers were outside the bar when gunfire erupted because a large crowd had gathered there, she said.

More than 600 people were inside the venue at the time of the shooting. "It was a very complicated scene," Iafrate said.

The wounded man was taken to a hospital. Iafrate did not immediately know his age or hometown.

The shooting appears to be an isolated incident. No one has been arrested, and investigators were trying to put together a description of the shooter, she said.

No officers were involved in the shooting.

Witnesses described a chaotic scene, telling local media they dove for cover or hit the floor when they heard gunshots.

(AP) ? Syrian rebels fully captured a northern town near the Turkish border on Tuesday after weeks of siege and heavy fighting, activists said.

The takeover of Harem, a town of 20,000 in northern Idlib province, was the latest in a string of recent rebel successes that include the capture of wide areas along the border with Turkey. Most of those areas have been in northern Aleppo province, where anti-government forces have captured at least three large military bases.

The Britain-based Syrian Observatory for Human Rights said the rebels captured Harem in the early hours of Tuesday. Mohammed Kanaan, an Idlib-based activist, said the last post to be taken was the historic citadel, which overlooked the town. The army had turned the citadel into a military post.

"Harem is fully liberated now," Kanaan he said via Skype. He added that as the rebels pounded army posts and checkpoints in Harem, the troops withdrew to the citadel that later fell in the hands of rebels.

Rami-Abdul-Rahman, who heads to Observatory, said nearly 30 soldiers and pro-government gunmen surrendered late Monday. He added that rebels set free all gunmen at the age of 16 or less and referred others to local tribunals.

"Harem was very important because it is one of the towns that was loyal to the regime," Abdul-Rahman said by telephone about the town that is nearly a mile from the Turkish border.

In his traditional Christmas address, Pope Benedict XVI decried the slaughter of the "defenseless" in Syria, where anti-regime activists estimate more than 40,000 have died in fighting since the uprising began in March 2011.

The pope encouraged Arab spring nations, where long-serving dictators were forced to step down.

In Aleppo province, which neighbors Idlib, local activist Mohammed Saeed said rebels attacked a military base in the town of Mannagh near the border with Turkey. He said it is one of four air bases in the province.

Regime forces have been using helicopters to carry supplies to besieged areas and to attack rebel positions.

The regime has had increasing difficulty sending supplies by land to Aleppo province after rebels captured in October the strategic town Maaret al-Numan. The town is on the highway that links Damascus with Aleppo, Syria's largest city and commercial center and a major battleground in the civil war since July.

"Airplanes and helicopters are the only way to send supplies since the Free Syrian Army controls the land," Saeed said. He added that rebels are also laying a siege to Aleppo's international airport known as Nairab and threatening to shoot down military or civilians planes using it.

In the Damascus suburb of Jaramana, opposition gunmen ambushed the head of military intelligence in the area and seriously wounded him. He later died of his wounds, the Observatory said.

Memorial service for Sen. Inouye held in Hawaii

HONOLULU (AP) ? The late Sen. Daniel Inouye was remembered Sunday as an American hero whose legacy as a war veteran and longtime senator would be felt across Hawaii for years to come.

The memorial service at Honolulu's National Memorial Cemetery of the Pacific was attended by about 1,000 people, including President Barack Obama, Senate Majority Leader Harry Reid, Hawaii's congressional delegation and a number of other senators, cabinet secretaries and other dignitaries.

"Daniel was the best senator among us all," Reid told those assembled, adding later: "Whenever we needed a noble man to lean on, we turned to Sen. Dan Inouye. He was fearless."

The cemetery, a strikingly beautiful site located in an extinct volcano, is the final resting place to thousands of World War II veterans. More than 400 members of the storied Japanese-American 442nd Regimental Combat Team ? of which Inouye was a part ? are buried at the site.

Adm. Samuel Locklear, commander of the Navy's U.S. Pacific Command, said this also will be Inouye's final resting place.

"We have lost an irreplaceable American," he said.

Several 442nd veterans attended the Sunday morning service, the latest in a number of tributes and honors for Inouye following the 88-year-old's Dec. 17 death from respiratory complications.

Buses that brought people to the service flashed the words "MAHALO Senator Daniel K. Inouye" ? using the Hawaiian word for thank you.

A 19-gun cannon salute was fired as Inouye's coffin arrived at the cemetery. The service also featured a flyover by F-22 military jets and the playing of "Taps" by Democratic Sen. Jon Tester of Montana.

Inouye's widow, Irene, who was seated with the president and first lady Michelle Obama in the front row, dabbed her eyes as a band of bagpipes and drums band played "Danny Boy."

Inouye was the first Japanese-American elected to both houses of Congress and the second-longest serving senator in U.S. history, at 50 years.

He was a high school senior in Honolulu on Dec. 7, 1941, when he watched dozens of Japanese planes fly toward Pearl Harbor and other Oahu military bases to begin a bombing that changed the course of world events.

He volunteered for a special U.S. Army unit of Japanese-Americans and lost his right arm in a battle with Germans in Italy. That scratched his dream of becoming a surgeon and he went to law school and into politics instead.

"He was a shining star of the greatest generation," fellow Hawaii Democratic Sen. Daniel Akaka said at the service.

Akaka, who served with Inouye for 36 years, also highlighted Inouye's role in steering federal money to build roads, schools, housing and other infrastructure in Hawaii over the decades, from the beginning of statehood.

"Dan Inouye is Hawaii, and Hawaii is Dan Inouye," Akaka said.

Inouye's chief of staff, Jennifer Sabas, said Inouye was calm, in control and giving out instructions until the very end. Then, "he penned 'aloha,' and went on to a better place," she said.

"Aloha, boss," she said in closing, as she stood beside his flag-draped coffin.

Several services have already been held in Washington and in Hawaii for Inouye. He lay in state at both the U.S. Capitol Rotunda on Thursday and the Hawaii state Capitol on Saturday. A public service is planned for Friday on Kauai. His burial is expected to be a private, family event.

Obama eulogized Inouye during a service at Washington's National Cathedral on Friday, saying that Inouye's presence during the Watergate hearings helped show him what could be possible in his own life.

The president arrived early Saturday in Honolulu for his annual Christmas family vacation. He made a brief visit to the grave of his grandfather, World War II veteran Stanley Dunham, after Sunday's service.

Universities want our money long after the degree has been granted and the last tuition check clears. Years after graduating, I still get mail (and occasional phone calls) from my alma mater requesting financial support. Though I never provide a forwarding address, and no matter how many times I move, they always find me. It?s unsettling.

Considering each student spends a year?s income (or the equivalent in incurred debt) on a degree, you?d think that would keep most colleges and universities relatively satisfied. But no amount of tuition, charitable donations, and alumni fundraising seem sufficient for the ever-growing industry.

The New York Times published a great article about the increasing debt of U.S. colleges. Public and private, schools are borrowing more than ever in order to update, beautify, and expand their facilities. As higher education becomes increasingly competitive (among both traditional universities and for-profit, partly online schools like the University of Phoenix), the prestige of an extravagant new library or residence hall has become a way to attract students.

Of course, this surge of development has been great for the real estate and construction industries.?But it comes at a cost, the New York Times explains:

A decade-long spending binge to build academic buildings, dormitories and recreational facilities ? some of them inordinately lavish to attract students ? has left colleges and universities saddled with large amounts of debt. Oftentimes, students are stuck picking up the bill.

Overall debt levels more than doubled from 2000 to 2011 at the more than 500 institutions rated by?Moody?s, according to inflation-adjusted data compiled for The New York Times by the?credit rating agency. In the same time, the amount of cash, pledged gifts and investments that colleges maintain declined more than 40 percent relative to the amount they owe.

A recent report published by Harvard (one of the worse offenders when it comes to this spend-and-borrow mentality) warns of ?rapid, disorienting change? for the sector.

Which leaves commercial real estate in something of a predicament. After the recession?s initial construction drought, universities? aggressive development strategies have created an enormous amount of business for firms like Campus Crest Communities (NYSE: CCG), Student Apartments, University Housing Group, and Polaris Real Estate Equities, just to name a few of the big student-housing concerns. ?A simple Google search reveals a slew of new developments announced or begun in just the past few weeks:

  • Seattle Central Community College is planning a 6-story student housing project?despite a recent drop in enrollment
  • New student housing is being viewed as an important part of Wichita State?s growth
  • In D.C., Georgetown University opens Regents Hall, a five-story, $100 million science building
  • And in Philadelphia, Drexel University has accumulated the better part of half a billion dollars in debt to expand its campus, the NYT reports

This is just the tip of the iceberg. While it seems a lucrative opportunity for investors and developers in the near term, mounting debt has a way of catching up with everyone. And because some CRE firms, especially student-housing developers, are now maintaining long-term commitments with universities?owning and operating student housing themselves?they too face the peril of declining enrollment and unmanageable debt.

In the short term, universities? financial burdens will fall on the students in the form of tuition hikes. But many potential students are ?weighing the value of a college degree against its cost, and some are deciding it?s not worth the investment?no matter how pretty or expansive the university may be.

Alexandria, VA In 1859, the largest recorded coronal mass ejection (CME) from the sun, known as the Carrington Event, disrupted what little electrical technology was used at the time. Back then, that meant the temporary disruption of the telegraph system. Today, without an effective warning mechanism in place, a solar storm of that magnitude could wreak havoc on our technology-dependent world. And with the solar maximum predicted to occur later this year, scientists and policymakers are scrambling to prepare us for when the next big solar storm hits.

CMEs occur when the sun's magnetic field becomes so entangled that it "snaps," releasing an enormous amount of energy. In order to detect these events, a variety of satellites and ground-based observatories stare at the sun 24 hours a day, monitoring for solar activity. While science's tools to observe and study this behavior are improving, we still don't know when CMEs will occur until they already have.

The Advanced Composition Explorer, or ACE satellite, is the current early-warning system for a CME. Floating approximately 1.5 million kilometers above the planet at the Earth-sun gravitational equilibrium, the ACE satellite can provide up to 60 minutes of warning before a CME impact. Solar flares, on the other hand, are currently impossible to forewarn when you see a solar flare, it is already here. But a team of scientists out of Purdue University is working on a way to predict solar activity half a day before happens not by monitoring the sun, but by observing something here on Earth: the rate at which radioactive elements decay.
