PHOENIX (AP) -- Efforts to allow immigrants without legal status to pay lower tuition rates have pitted Arizona Attorney General Tom Horne against higher education leaders.
The Maricopa County Community College District decided Tuesday to uphold a new policy allowing young immigrants participating in the Obama administration's deferred deportation program to pay in-state tuition rates despite warnings from Horne that it violates state law.
"Our position is the same, and that is that we are obeying the law," district spokesman Tom Gariepy said in a phone interview. "We feel pretty confident that our interpretation of the law is correct."
A spokeswoman for Horne said Wednesday he has not made a decision to legally challenge the district's policy at this time, but could move forward as soon as Thursday.
Meanwhile, the Arizona Board of Regents has directed its legal staff to find a way to lower tuition rates for these students without violating state law. A proposal is expected in June. The regents have not reached out to Horne's office for legal guidelines, spokeswoman Sarah Harper said.
"They would definitely be making sure that any options would be within the perimeters of the law," Harper said.
Under state law, immigrants without lawful status do not qualify for public benefits, including in-state tuition rates. But the law doesn't define what constitutes a legal resident.
Gov. Jan Brewer has said youth in the Obama administration program do not have lawful status. Immigrants protected under the new Obama policy must be younger than 30 and must have come to the U.S. before they turned 16. Roughly 80,000 immigrants in Arizona are eligible, according to state estimates.
The Maricopa County Community College District adopted its reduced tuition program in September. Gariepy would not say whether the school is prepared to defend its policy in court.
"We would cross that bridge when we come to it," he said.
At least 13 states allow immigrants who have lived in the country for many years without legal status to pay in-state tuition.

POUGHKEEPSIE, N.Y. (AP) ? Anyone lose a giant head made of Styrofoam and fiberglass?
That's what officials at an upstate New York college are asking after the men's crew team found the unusual object floating in the Hudson River.
Officials at Marist College in Poughkeepsie say the team was practicing earlier this week when the coach spotted a large object floating near the river's west bank. He hooked a rope to it and towed it to the team's dock on the east bank.
The object turned out to be a 7-foot-tall replica of a man's head made with Styrofoam and fiberglass. The head has the appearance of a Greek or Roman-style statue.
College officials believe it's a theater prop, but so far no one has come forward to claim the giant head.

JERUSALEM (AP) ? U.S. Defense Secretary Chuck Hagel said Tuesday that the U.S. and Israel need to ensure that their alliance remains close, as Mideast security challenges grow more complicated.
"This is a difficult and dangerous time," Hagel said before starting a closed-door meeting with Israeli Prime Minister Benjamin Netanyahu. "This is a time when friends and allies must remain close, closer than ever."
In his remarks, Netanyahu thanked the Obama administration for deepening ties over the past four years. He said the U.S. and Israel's shared interests and values are especially challenged by "the arming of terrorist groups by Iran with sophisticated weapons, and equally, Iran's attempt to arm itself with nuclear weapons.
"This is a challenge that Israel cannot accept, and as you and President Obama have repeatedly said, Israel must be able to defend itself, by itself, against any threat," Netanyahu said.
On Monday, Hagel was asked whether he believes it would be advisable for Israel to attack Iran on its own.
"That calculation has to be made by" Israel, he replied after noting, "Israel is a sovereign nation; every sovereign nation has a right to defend itself."
Hagel did not mention a concern that U.S. officials have voiced in the past ? namely, that an Israeli strike would run the risk of igniting a wider war that could draw in the United States.
Hagel wrapped up his three-day trip to Israel by visiting an special forces unit that trains military dogs to find hidden explosives and weapons. He mingled with the soldiers and watched a brief demonstration of the dogs' skills.
The Pentagon chief then headed to Jordan to consult with government officials. Later he was to fly to Saudi Arabia.

(Reuters) - A combination of five oral drugs being tested by AbbVie Inc cured at least 88 percent of new patients with hepatitis C after only eight weeks of treatment, without raising significant safety issues, researchers said on Tuesday.
The latest findings from an ongoing trial sponsored by AbbVie, called Aviator, also showed that 96 percent of patients taking the five medicines for 12 weeks eliminated the virus, as assessed by blood tests 24 weeks after they stopped treatment.
If the virus is undetectable 24 weeks after completing treatment, known as SVR 24, a patient is considered cured.
The latest results were deemed little different than the 99 percent sustained virologic response (SVR) rate reported in October, for patients evaluated 12 weeks after completing 12 weeks of the five-drug treatment regimen.
"We are pleased that the data remain consistent and robust," said Dr. Kris Kowdley, who is presenting the data this week at a meeting of the European Association for the Study of the Liver (EASL) in Amsterdam.
"The data confirm that the 12-week treatment appears to be optimal, but certainly we are still very pleased with ... data for the eight-week treatment," Kowdley said in an interview.
AbbVie is deemed to be in a horse race with Gilead Sciences Inc to be first to market with an all-oral treatment for the serious liver disease, as companies work to eliminate difficult-to-tolerate intravenous interferon from the regimen, while raising cure rates and shortening treatment duration.
Current hepatitis C treatments take either 24 or 48 weeks.
Hepatitis C affects an estimated 170 million people worldwide, and if left untreated can lead to cirrhosis, liver cancer or the need for a new liver.
Gilead has been given an edge by many analysts because its experimental regimen involves fewer drugs. But Abbvie said it is also testing regimens with fewer drugs and ones that do not include the older oral drug ribavirin, which can also be difficult for some patients to tolerate.
Any oral regimen to treat hepatitis C is expected to garner billions of dollars in annual sales.
Patients in the Aviator study had the most common, but hardest to treat, genotype 1 variation of the infectious virus. The AbbVie drugs were the protease inhibitor ABT-450, whose effect was boosted by a widely used antiviral called ritonavir; the polymerase inhibitor ABT-333 and ABT-267 from a class known as NS5A inhibitors. Those were given along with the generic antiviral medicine, ribavirin.
Kowdley, director of the Liver Center of Excellence at Virginia Mason Medical Center in Seattle, said the trial also showed impressive results among patients who had failed to benefit from earlier therapy.
The cure rate after 12 weeks of treatment was 93 percent for those patients, called null responders, assessed both 12 weeks and 24 weeks after completion of their drug regimens. That compared with a cure rate of 95 percent for patients treated for 24 weeks, and then assessed 24 weeks after treatment stopped.
AbbVie said the safety of the tested drugs was similar to that seen in results presented last year. Of the 247 patients evaluated, serious side effects were seen in four patients (1.6 percent), while seven patients had elevated levels of liver enzymes that can be considered a potential sign of toxicity.
Less serious side effects seen in more than 10 percent of patients included headache, fatigue, nausea, insomnia and diarrhea.

In a screenshot recently obtained by TmoNews, it appears T-Mobile may be doing further restructuring of its post-paid plans. If true, unlimited data for both the Value and Classic plans will come pre-bundled with various tethering options starting on Wednesday. Basically, instead of buying unlimited data and a separate tethering bucket, subscribers will buy unlimited data with 500MB, 2.5GB, or 4.5GB of included tethering.
Currently, 500MB of tethering is already included with unlimited data. Instead of subscribers getting a $10 add-on for 2.5GB of tethering with their $20 unlimited data plan, the same plan will start at $30 and include tethering. For $40 a month, there is also a 4.5GB tethering option. Classic Plans will get the same changes: a $30 base plan with 500MB of tethering, a $40 plan with 2.5GB of tethering, and a $50 plan with 4.5GB of tethering.
It makes sense to see further simplification of T-Mobile's plans, making customer choices easier and less confusing (and in some cases cheaper). We'll be waiting for the official announcement in the coming days to see if these changes pan out.

MONDAY, APRIL 15
? Just before 3 p.m., an explosion shatters the cheers on Boylston Street near the finish line of one of Boston's largest and most cherished events. More than 17,000 runners already had crossed the finish line, but thousands more still were headed for the site of the bombing. Ten seconds later, a second explosion shatters windows and bodies. Sirens and screams erupt as rescuers scramble and the crowd panics.
"They just started bringing people in with no limbs," runner Tim Davey of Richmond, Va., said of his view from inside a medical tent that had been set up to care for fatigued runners.

The blasts killed three people ? 8-year-old Martin Richard, of Boston; 29-year-old Krystle Campbell, of Medford; and 23-year-old Lu Lingzi, a Boston University graduate student from China ? and injured more than 180 others, but it would be hours before the chaos cleared enough to give authorities a true sense of the casualties. An apartment in nearby Revere was searched overnight, but no details emerge. Copley Plaza ? the typically bustling site of the bombings ? was blocked to vehicles and pedestrians.
? By noon, Obama inches the nation forward but only barely. Calling the bombings "a heinous and cowardly act," he says they are being investigated as an act of terrorism, but authorities still don't know who is responsible. Later in the day, Homeland Security Secretary Janet Napolitano says the bombings don't appear to be part of a large plot, but security on public transit nationwide ? and around the world ? remains high.
? A picture of the bombs begins to emerge. Based on debris at the site, investigators determine the bombs were crudely fashioned from ordinary kitchen pressure cookers packed with explosives, nails and ball bearings. And they were hidden in black backpacks and left on the ground.
? Pictures of the victims emerge, too. Photos flood social media. There is 8-year-old Martin Richard, smiling and holding a sign that calls for peace and reads, "No more hurting people." The mechanic told Dzhokhar he hadn't had a chance to work on a Mercedes the teen had dropped off for bumper work. "I don't care. I don't care. I need the car right now," Junior says Dzhokhar told him.

? Using facial recognition technology and a painstaking frame-by-frame search, investigators have narrowed their search to images of two young men, Suspect No. 1 and Suspect No. 2. But officials still don't know who they are. And as of 1 p.m., they won't publicly describe them.
? At 5:10 p.m., investigators reveal the photos and video of the two men, a tactic intended to apply pressure in hopes the men will be identified or reveal themselves. But it comes with risk. The men could reveal themselves by lashing out with more violence. Within moments, the images trigger a flood of responses that overwhelm the FBI's website.
"We consider them to be armed and extremely dangerous," FBI Agent Richard DesLauriers said.
? About five hours later, something happens. It's not clear what, but something snaps and the city of Boston seems to spin violently out of control for nearly 24 hours.

Residents there describe war zone-like scenes, with the suspects hurling explosive devices from the car and exchanging gunfire with police. The men were prepared. They had collected pipe bombs, grenades and improvised explosive devices, police say. A transit police officer, 33-year-old Richard Donohue, is shot and critically wounded.
? In the course of the gunfire, 26-year-old Tamerlan Tsarnaev is shot. His brother, Dzhokhar Tsarnaev, escapes in a stolen vehicle, running over his wounded brother as he flees, according to police. In his wake are 200 spent shells. Tamerlan Tsarnaev dies shortly after at a Boston hospital from multiple gunshot wounds and a possible blast injury. Meanwhile, at some point his brother abandons his car and flees on foot.

? Gunshots and explosions are heard in Watertown around 1 a.m. Police SWAT teams, sharpshooters and FBI agents descend on an area stretching from Watertown to Cambridge, surrounding buildings. Police helicopters buzz overhead and armored vehicles rumble through the streets. Trains are searched. And by 4:30 a.m., residents of eastern Watertown are told to stay in their homes.
? An hour later, the lockdown is extended across Boston, affecting more than 1 million people. Open your door only for uniformed officers, they are told. Mass transit is shut down, including Amtrak trains to New York. Businesses are told not to open. It is a city paralyzed. Signs up and down the highways leading into Boston warn to avoid the city.
"We believe this man to be a terrorist," Boston Police Commissioner Ed Davis said. "We believe this to be a man who's come here to kill people."
? Investigators begin a methodical, door-to-door sweep of Watertown. By midmorning, the University of Massachusetts Dartmouth closes and evacuates its campus after confirming that Dzhokhar Tsarnaev was registered there. Around midday, the suspects' uncle, Ruslan Tsarni, of Maryland, pleads on television: "Dzhokhar, if you are alive, turn yourself in and ask for forgiveness."

NEW DELHI (AP) ? The condition of a 5-year-old girl who was allegedly kidnapped, raped and tortured by a man and then left alone in a locked room in India's capital for two days has improved, a doctor said Sunday, as protests continued over the authorities' handling of the case.
The girl was in critical condition when she was transferred Thursday from a local hospital to the largest government-run hospital in the country. But D.K. Sharma, medical superintendent of the state-run hospital in New Delhi where the girl was being treated, said Sunday that she was responding well to treatment and that her condition had stabilized.
Police say the girl went missing April 15 and was found two days later by neighbors who heard her crying in a locked room in the same New Delhi building where she lives with her family. The girl was alone when she was found, having been left for dead by the man following the brutal attack, police say.
A 24-year-old man was arrested Saturday in the eastern state of Bihar, about 1,000 kilometers (620 miles) from New Delhi, in connection with the incident. After being flown to New Delhi, he was in custody Sunday and was being questioned, police said.
The incident came four months after the fatal gang rape of a woman on a New Delhi bus sparked outrage across India about the treatment of women in the country.
For the second consecutive day, hundreds of people protested Sunday outside police headquarters in the capital, angry over allegations that police had ignored complaints by the girl's parents that she was missing.
About 100 supporters of the main opposition Bharatiya Janata Party protested outside the home of the chief of the ruling Congress Party, Sonia Gandhi, demanding that the government ensure the safety and security of women and girls in the city.
The protesters also demanded that the Delhi police chief be removed from office and that police officials accused of failing to act on the parents' complaint be dismissed.
"Police and other officials that fail to do their jobs and instead engage in abusive behavior should know that they will be punished," Meenakshi Ganguly, South Asia director of New York-based Human Rights Watch, said Sunday.
Police said they detained more than 50 protesters when they tried to break down barricades on the road leading to Gandhi's house. The protesters were released after a few hours.
Police also placed restrictions on the gathering of more than four people on the main avenue in the heart of New Delhi after university students said they planned to hold a demonstration there later Sunday. Despite the police order, about 100 students gathered at New Delhi's iconic India Gate monument and held a peaceful protest late Sunday.
Sexual crimes against women and children are reported every day in Indian newspapers, and women often complain about their sense of insecurity when they leave their homes.
Prime Minister Manmohan Singh called for changes in attitudes toward women in India, where there has been a fierce debate since December's fatal New Delhi gang rape about the routine mistreatment of females.
"The gruesome assault on the little girl a few days back reminds us once again of the need to work collectively to root out this sort of depravity from our society," Singh said Sunday at a meeting with civil servants.
A day earlier, Singh had urged Indian society "to look within and work to root out the evil of rape and other such crimes from our midst."
The fatal beating and gang rape of a young woman aboard a moving New Delhi bus sparked outrage and spurred the government to pass tough laws for crimes against women, including the death penalty for repeat offenders or for rape attacks that lead to the victim's death.
But activists say that merely passing strong laws is not enough, and that the government has to convey its intention to crack down on crimes against women to its officials and the police.
"Enacting strong laws are simply a first step, but it needs the government to focus urgently on implementation if it is serious about protecting children and other victims of sexual abuse," Human Rights Watch's Ganguly said.

WATERTOWN, Mass. (AP) ? For just a few minutes, it seemed like the dragnet that had shut down a metropolitan area of millions while legions of police went house to house looking for the suspected Boston Marathon bomber had failed.
Weary officials lifted a daylong order that had kept residents in their homes, saying it was fruitless to keep an entire city locked down. Then one man emerged from his home and noticed blood on the pleasure boat parked in his backyard. He lifted the tarp and found the wounded 19-year-old college student known the world over as Suspect No. 2.
Soon after that, the 24-hour drama that paralyzed a city and transfixed a nation was over.
Dzhokhar Tsarnaev's capture touched off raucous celebrations in and around Boston, with chants of "USA, USA" as residents flooded the streets in relief and jubilation after four tense days since twin explosions ripped through the marathon's crowd at the finish line, killing three people and wounding more than 180.
The 19-year-old ? whose older brother and alleged accomplice was killed earlier that morning in a wild shootout in suburban Boston ? was hospitalized in serious condition Saturday, unable to be questioned to determine his motives. U.S. officials said a special interrogation team for high-value suspects would question him without reading him his Miranda rights, invoking a rare public safety exception triggered by the need to protect police and the public from immediate danger.
President Barack Obama said there are many unanswered questions about the Boston bombings, including whether the two men had help from others. He urged people not to rush judgment about their motivations.
Dzhokhar and his brother, 26-year-old Tamerlan Tsarnaev, were identified by authorities and relatives as ethnic Chechens from southern Russia who had been in the U.S. for about a decade and were believed to be living in Cambridge, just outside Boston. Tamerlan Tsarnaev died in the shootout early in the day of gunshot wounds and a possible blast injury. At one point, he was run over by his younger brother in a car as he lay wounded, according to investigators.
During a long night of violence Thursday and into Friday, the brothers killed an MIT police officer, severely wounded another lawman during a gun battle and hurled explosives at police in a desperate getaway attempt, authorities said.
Late Friday, less than an hour after authorities lifted the lockdown, they tracked down the younger man holed up in the boat, weakened by a gunshot wound after fleeing on foot from the overnight shootout with police that left 200 spent rounds behind.
The resident who spotted Dzhokhar Tsarnaev in his boat in his Watertown yard called police, who tried to talk the suspect into getting out of the boat, said Boston Police Commissioner Ed Davis.
"He was not communicative," Davis said.
Instead, he said, there was an exchange of gunfire ? the final volley of one of the biggest manhunts in American history.
The violent endgame unfolded just a day after the FBI released surveillance-camera images of two young men suspected of planting the pressure-cooker explosives at the marathon's finish line, an attack that put the nation on edge for the week.
Watertown residents who had been told in the morning to stay inside behind locked doors poured out of their homes and lined the streets to cheer police vehicles as they rolled away from the scene.
Celebratory bells rang from a church tower. Teenagers waved American flags. Drivers honked. Every time an emergency vehicle went by, people cheered loudly.
"They finally caught the jerk," said nurse Cindy Boyle. "It was scary. It was tense."
Police said three other people were taken into custody for questioning at an off-campus housing complex at the University of the Massachusetts at Dartmouth where the younger man may have lived.
"Tonight, our family applauds the entire law enforcement community for a job well done, and trust that our justice system will now do its job," said the family of 8-year-old Martin Richard, who died in the bombing.
The FBI was swamped with tips ? 300,000 per minute ? after the release of the surveillance-camera photos, but what role those played in the overnight clash was unclear. State Police spokesman Dave Procopio said police realized they were dealing with the bombing suspects based on what the two men told a carjacking victim during their night of crime.
The search by thousands of law enforcement officers all but shut down the Boston area for much of the day. Officials halted all mass transit, including Amtrak trains to New York, advised businesses not to open, and warned close to 1 million people in the entire city and some of its suburbs to unlock their doors only for uniformed police.
Around midday, the suspects' uncle, Ruslan Tsarni of Montgomery Village, Md., pleaded on television: "Dzhokhar, if you are alive, turn yourself in and ask for forgiveness."
Until the younger man's capture, it was looking like a grim day for police. As night fell, they announced that they were scaling back the hunt and lifting the stay-indoors order across the region because they had come up empty-handed.
But then the break came and within a couple of hours, the search was over. Dzhokhar Tsarnaev was captured about a mile from the site of the shootout that killed his brother.
A neighbor described how heavily armed police stormed by her window not long after the lockdown was lifted ? the rapid report of gunshots left her huddled on the bathroom floor on top of her young son.
"I was just waiting for bullets to just start flying everywhere," Deanna Finn said.
When at last the gunfire died away and Dzhokhar Tsarnaev was taken from the neighborhood in an ambulance, an officer gave Finn a cheery thumbs-up.
"To see the look on his face, he was very, very happy, so that made me very, very happy," she said.
Authorities said the man dubbed Suspect No. 1 ? the one in sunglasses and a dark baseball cap in the surveillance-camera pictures - was Tamerlan Tsarnaev, while Suspect No. 2, the one in a white baseball cap worn backward, was his younger brother.
Chechnya, where the brothers grew up, has been the scene of two wars between Russian forces and separatists since 1994, in which tens of thousands were killed in heavy Russian bombing. That spawned an Islamic insurgency that has carried out deadly bombings in Russia and the region, although not in the West.
The older brother had strong political views about the United States, said Albrecht Ammon, 18, a downstairs-apartment neighbor in Cambridge. Ammon quoted Tsarnaev as saying that the U.S. uses the Bible as "an excuse for invading other countries."
Also, the FBI interviewed the older brother at the request of a foreign government in 2011, and nothing derogatory was found, according to a federal law enforcement official who was not authorized to discuss the case publicly and spoke on condition of anonymity.
The official did not identify the foreign country or say why it made the request.
Exactly how the long night of crime began was unclear. But police said the brothers carjacked a man in a Mercedes-Benz in Cambridge, just across the Charles River from Boston, then released him unharmed at a gas station.
They also shot to death a Massachusetts Institute of Technology police officer, 26-year-old Sean Collier, while he was responding to a report of a disturbance, investigators said.
The search for the Mercedes led to a chase that ended in Watertown, where authorities said the suspects threw explosive devices from the car and exchanged gunfire with police. A transit police officer, 33-year-old Richard Donohue, was shot and critically wounded, authorities said.
Dzhokhar Tsarnaev ran over his already wounded brother as he fled, according to two law enforcement officials who spoke on condition of anonymity because they were not authorized to discuss the investigation. At some point, he abandoned his car and ran away on foot.
The brothers had built an arsenal of pipe bombs, grenades and improvised explosive devices and used some of the weapons in trying to make their getaway, said Rep. Dutch Ruppersberger, D-Md., a member of the House Intelligence Committee.
Watertown resident Kayla Dipaolo said she was woken up overnight by gunfire and a large explosion that sounded "like it was right next to my head ... and shook the whole house."
"It was very scary," she said. "There are two bullet holes in the side of my house, and by the front door there is another."
Tamerlan Tsarnaev had studied accounting as a part-time student at Bunker Hill Community College in Boston for three semesters from 2006 to 2008, the school said.
Dzhokhar Tsarnaev was registered as a student at the University of Massachusetts Dartmouth. Students said he was on campus this week after the Boston Marathon bombing. The campus closed down Friday along with colleges around the Boston area.
The men's father, Anzor Tsarnaev, said in a telephone interview with AP from the Russian city of Makhachkala that his younger son, Dzhokhar, is "a true angel." He said his son was studying medicine.
"He is such an intelligent boy," the father said. "We expected him to come on holidays here."
A man who said he knew Dzhokhar Tsarnaev and Krystle Campbell, the 29-year-old restaurant manager killed in Monday's bombing, said he was glad Dzhokhar had survived.
"I didn't want to lose more than one friend," Marvin Salazar said.
"Why Jahar?" he asked, using Tsarnaev's nickname. "I want to know answers. That's the most important thing. And I think I speak for almost all America. Why the Boston Marathon? Why this year? Why Jahar?"
Two years ago, the city of Cambridge awarded Dzhokhar Tsarnaev a $2,500 scholarship. At the time, he was a senior at Cambridge Rindge & Latin School, a highly regarded public school whose alumni include Matt Damon, Ben Affleck and NBA Hall of Famer Patrick Ewing.
Tsarni, the men's uncle, said the brothers traveled here together from Russia. He called his nephews "losers" and said they had struggled to settle in the U.S. and ended up "thereby just hating everyone."

At at AWS Summit in New York today, Amazon announced that its S3 storage service now holds more than 2 trillion objects. That’s up from 1 trillion last June and 1.3 trillion in November, when the company last updated these numbers at its re:Invent conference. As Amazon’s Chief Evangelist for AWS Jeff Barr notes in a blog post today, it took Amazon six years to grow to get to 1 trillion stored objects, “and less than a year to double that number.” S3, Barr also writes, now regularly sees peaks of more than 1.1 million requests per second. To put this into context, Amazon says that with about 400 billion stars in our galaxy, this now means there are five objects in S3 for every star in the galaxy. It’s worth noting that Amazon’s S3 objects are defined as a single blob of data – and the size of these can be anywhere between 1 byte and 5 terabytes. Amazon sadly did not reveal any information about the size of the average S3 object. Amazon once again dropped some of its pricing for S3 when it cut its prices for API requests by half earlier this month. Pricing is probably only one reason for Amazon’s success with S3. Despite its occasional outages, the AWS has long become the go-to service for companies who want to host large amounts of data in the cloud. It’s large and ever-expanding feature set has drawn in many small startups as well as many large and rapidly growing services like Pinterest and Dropbox. According to some analysts, AWS could become a $20 billion business by the end of the decade. Despite efforts by other players, including Microsoft with its Azure platform, nobody has yet managed to challenge Amazon’s dominance in this space. Microsoft even recently said that it would match every AWS price drop.
